Health Services & Systems Research

In 2008, the Signature Programme in Health Services and Systems Research (HSSR) was established as one of five Signature Research Programmes (SRPs) of the Duke-NUS Medical School, Singapore. HSSR was created to bring the best in the field in health services research to the Duke-NUS Medical School, to SingHealth, and to Singapore.

The objective was not only to cultivate world-class research capabilities, but also to improve patients’ lives - in Singapore, regionally, and internationally. In tandem with the other research programs at Duke-NUS, HSSR has developed a rich portfolio of research projects and has established itself as the premier institute involved in health services research in Singapore. Our four core areas of research are modeling, health economics, survey research and implementation and evaluation.

HSSR’s Mission is to:
• Advance the state of the science in health services and systems research
• Generate improvements in health outcomes and quality of life
• Promote capacity to do and to use health services research 

Since its inception, HSSR has moved forward rapidly to become a positive presence in Singapore and the global community. This can be attributed to our excellent faculty and staff, a receptive community, and our strategic focus.

The aim of our SRP is to advance the state of scientific theory in a way that is sufficiently pragmatic in order to improve healthcare practices. We do this by establishing flagship projects that are of practical importance for Singapore, engaging multiple health services research participants (e.g., government entities, practice groups, medical schools, and other SRPs), involving a “systems” perspective (i.e., one that considers all potential points of leverage) and providing insights applicable to other countries. In addition, our mission is to develop Singapore as a living laboratory for best practices and to support education by promoting the capability to do and to use health services research in Singapore and the region.

Our work (as reflected in the title of our research programme, “Health Services and Systems Research”) is distinguished by our unified appreciation for health services as a complex social system in which the parts cannot be understood or effectively improved without consideration of the whole.

Singapore’s national approach to tackling challenges with both advanced planning and assiduous use of resources made the development of our SRP all the more meaningful. With rapid demographic changes in the coming decades, Singapore’s healthcare system will bear a considerable burden as the country experiences longer life expectancy, increased healthcare needs of an older population, decreased family size, changing social ethos, and limited availability of healthcare workers. At HSSR, we believe that solutions to these challenges must go beyond “business as usual” and incorporate innovative models of care. 

This is a fundamental role of an academic unit: to develop new methods and solutions, bridging theory and practice. Our SRP serves as academic “leaven,” expanding the boundaries of the possible.
