The Centre of Regulatory Excellence (CoRE) has been collaborating with the Health Regulation Group of the Ministry of Health (MOH), Singapore since April 2022 aiming to advance Singapore as a regional thought leader in healthcare service regulation. As part of this collaboration, and in line with CoRE's 10th Anniversary theme, "Regulating the Future of Health", CoRE has held two Roundtables revolving around the topic of Artificial Intelligence (AI) Governance for the Healthcare Sector with MOH on 4 April and 1 August 2024.
Both Roundtables convened a select group of experts from the public sector, academia, medicine, law, industry, bioethics, and patient organisations to discuss the applications of AI in the healthcare sector and its associated risks and challenges. The first Roundtable discussed the scope of healthcare AI, challenges in its development and deployment and considerations for a separate healthcare AI governance framework.
Following up on the recommendations of the first Roundtable, the second Roundtable dived deeper into three thematic areas of
1. Clinical and operation use of healthcare AI
2. Research and developer use of healthcare AI
3. System enablers and platforms for healthcare AI
The stimulating discussions provided guidance on suitable governance approaches, roles and accountability of stakeholders in the healthcare AI ecosystem while throwing up newer questions. The Roundtables provided a rich insight into multi-stakeholder perspectives on this complex area of the regulatory landscape and the recommendations will help chart the future of healthcare AI governance in Singapore.
