
Regulatory Advisory Panel (RAP)
The Singapore’s Ministry of Health, Health Regulation Group (HRG), in partnership with CoRE, has established the Regulatory Advisory Panel (RAP) which is made up of a group of distinguished international experts in health regulation, digital health, and policy. This advisory panel plays a critical advisory role in shaping the Ministry’s health regulation policies and guiding the development of its next five-year strategy.
RAP aims to provide strategic insights on emerging and cross-cutting regulatory challenges, including the convergence of frameworks for health products, healthcare services, and health professionals. It also addresses pressing issues in digital health, such as cybersecurity, data protection, and AI governance.
In addition to guidance, RAP serves as a platform for exploring innovative regulatory approaches which include outcome-based regulation, AI-driven regulatory analytics, and the use of patient safety indicators. A key priority is to promote ethical governance of AI in healthcare, ensuring new technologies are implemented in a safe, transparent, and responsible manner.
Through international collaboration and knowledge sharing, RAP seeks to support the harmonisation of global regulatory practices, strengthen patient safety, and help build a resilient, future-ready regulatory ecosystem in Singapore and around the world.
