Bio

Dr. Kavitha Palaniappan is an Assistant Professor and Project Lead for Health Services Regulation at the Centre of Regulatory Excellence (CoRE), Duke-NUS Medical School, Singapore. She is an internationally recognised researcher in regulatory science, healthcare AI and digital health governance, leading multidisciplinary research that informs the regulation of emerging health technologies and supports evidence-based health policy. Her work spans AI governance, healthcare services regulation, digital health, regulatory preparedness, medical devices, longevity technologies and regulatory innovation, with a strong emphasis on translating research into practical policy and regulatory frameworks.

Working in close partnership with Singapore's Ministry of Health (MOH), Health Sciences Authority (HSA) and international regulatory organisations, Dr. Palaniappan leads major research programmes on AI-enabled health technologies, horizon scanning, regulatory preparedness and health systems innovation. She has also designed and delivered executive education and capacity-building programmes for regulators and policymakers across Asia, Europe and Africa.

Dr. Palaniappan has authored numerous peer-reviewed publications in regulatory science, digital health, occupational and environmental health, and healthcare policy, and is an invited speaker at international conferences on AI governance, digital health regulation and regulatory innovation. She is also a Conjoint Associate Professor at the University of Newcastle, Australia.
